According to the Department, mass migration is not only a demographic or political issue; it is a human-rights challenge with direct implications for public safety.
Today, Washington instructed U.S. embassies to report on the consequences of large-scale migration for human rights and public security.
The guidance emphasizes that Western nations have experienced waves of crime, terrorist attacks, sexual assaults, and the displacement of entire communities, creating growing concern among citizens in multiple countries.
American officials say they intend to encourage governments to take bold steps to protect their populations from the threats that mass migration can generate.
They will also document policies that punish citizens for expressing opposition to continued large-scale migration, along with crimes and human-rights violations committed by individuals from migrant backgrounds.
These problems, the Department notes, have harmed citizens in Western countries for years.
In the United Kingdom, thousands of girls in Rotherham, Oxford, and Newcastle were victimized by exploitation rings that included men who had migrated to the country.
Many of those girls endured years of unimaginable abuse before authorities intervened.
In Sweden, a migrant from Eritrea convicted of raping a sixteen-year-old girl was allowed to remain in the country after a judge ruled that the offense was "not exceptionally serious" and therefore did not justify deportation.
In Germany, nine men—some of them migrants—were convicted of the gang rape of a fifteen-year-old girl.
A German woman who insulted one of the attackers online received a harsher penalty than several of the perpetrators themselves.
American officials will now monitor Western policies that appear to show leniency toward crimes committed by migrants, that overlook human-rights violations, or that create two-tiered systems in which migrants receive preferential treatment over citizens.
