British Prime Minister Andy Burnham will transfer classified engineering blueprints for Storm Shadow cruise missiles to Ukraine during his first foreign visit to Kyiv, allowing the country to establish domestic manufacturing lines for the long-range precision weapon.

The decision unlocks a joint initiative with France to produce the missile locally and significantly bolsters Ukraine's long-range strike capabilities against Russian military infrastructure.

While France agreed in July to share technical specifications for its export version, known as the SCALP-EG, domestic Ukrainian production remained stalled pending British authorization to declassify sensitive components developed by European defense manufacturer MBDA.

Burnham will formalize the technology transfer on Monday while attending ceremonies commemorating the thirty-fifth anniversary of Ukrainian independence and chairing a session of the international "coalition of the willing" committed to supporting Kyiv.

The air-launched Storm Shadow missile, which carries a range of approximately one hundred fifty miles and a specialized bunker-busting warhead, has been central to Ukrainian deep-strike operations, including precision attacks on the Russian Black Sea Fleet headquarters in Sevastopol.

Establishing local production facilities addresses severe ammunition shortfalls and reduces reliance on foreign stockpiles at a time when Ukraine is seeking hundreds of surface-to-air interceptors to defend against escalating Russian ballistic barrages.

The strategic transfer comes amid deepening diplomatic friction with Moscow, which recently warned of unspecified consequences following Ukrainian strikes into Russian territory and saw the departure of Russia's long-serving ambassador to the United Kingdom, Andrei Kelin.

Addressing the escalating tensions, Burnham emphasized that British resolve remains steadfast, maintaining that European and British security are intrinsically linked to the defense of Ukraine.
