Political Turmoil in France: François Bayrou Faces Increased Pressure Amid Budget and Immigration Debates

The French Prime Minister's challenges intensify as he navigates critical budget discussions and growing discontent from opposition parties.
French Prime Minister François Bayrou is encountering significant challenges as he seeks to reinvigorate his government's agenda while managing increasing opposition pressure.

The political landscape has shifted, with the risks of a motion of censure looming from both the Socialist Party (PS) and the National Rally (RN).

Despite the potential for heightened scrutiny, these parties currently appear reluctant to move forward with a censure vote.

The Socialist Party is grappling with its own internal dynamics, considering two motions of censure related to pressing issues such as the Bétharram case, immigration policy, pension reforms, and the 2026 budget law proposal.

The party has signaled caution, as any attempts to overturn Bayrou’s leadership risk leading to another dissolution of the National Assembly, which could potentially benefit the left under the leadership of Jean-Luc Mélenchon.

In a strategic move to navigate these turbulent waters, Bayrou has invoked Article 49.3 of the French Constitution, a mechanism that allows the government to pass legislation without a vote in the Assembly, notably concerning the 2025 budget and social security funding.

This tactic is seen as a bid to secure support from the Socialist Party, despite rising tensions regarding budget negotiations.

Additionally, the immigration debate has escalated, leading to canceled meetings between Socialist deputies and the government aimed at finalizing a budget agreement for 2025. Within both the ruling coalition and the supporting parties, there are growing concerns about the timing and effectiveness of Bayrou’s leadership, especially in light of ongoing controversies surrounding immigration and fiscal policies.

As these political dynamics unfold, Bayrou’s position remains precarious, reflecting a broader struggle within the French government to balance fiscal responsibility and social cohesion in a polarized political environment.
