France and Germany have agreed on a new parity-based governance framework for KNDS, the Franco-German defence company that produces Leopard and Leclerc tanks, in a step toward deeper European defence industrial coordination. The agreement also outlines shared security oversight and opens the door to a potential joint initial public offering in Frankfurt and Paris.
